Traffic at Badarpur is a mess atleast for 4 days in a weak. The Flyover which is proposed since last 5 years atleast is not heard of these days. After lot of studies by CRRI and NHAI last december it was proposed that the tenders for this flyover would come out but nothing has happened.
Infact i had read somewhere in TOI that NHAI is again considering that whenver this flyover comes up and as it would be TOLL ROAD whether people would use it or not ? Also they
were to clear all the encroachments in that area. If encroachments can be cleared in Naraina why not here ??
Also Right there at the National Highway there are Garbage bins of MCD/NDMC lying. Is this what we expect out of our NCR region till 2010.

As per the report below, the work on the flyover was scheduled to start by 2005 year end. Can anybody ask the authorities whether that lucky year end will start that will see the construction for this flyover????????????

Construction work on the much awaited flyover at the Badarpur border here is likely to start by the year-end. This would ensure a smooth flow of traffic at the Faridabad-Delhi border on the all-important National Highway 2, which so far has been a major bottleneck for the motorists and thousands of people travelling on this road daily.
This announcement was made at the Independence Day celebrations at Sector 12 here yesterday by the Commissioner, Gurgaon Division, who was the chief guest at the Tricolour-hoisting ceremony.
Though the authorities concerned did not tell give details about the time taken for the flyover to be ready, but it was perhaps the first time that a state government official had spoken about the tentative date of the start of the project, which had been hanging fire for the past several years.
“The demand for a flyover here had been at least 10 to 15 years old but neither the Haryana Government nor the National Highway Authority of India took the issue seriously and the matter kept languishing as such despite this being a main demand of the people in the region,” says Mr Sharad Bhasin, a resident here whose office is in Delhi.
He said reports indicated the flow of traffic between Faridabad and Delhi had grown manifold in the past two decades. The road was an important highway connecting the national Capital with other states, especially those moving towards south. He said thousands of people, including a large number of tourists, had been using this highway to go to Agra and other important cities.
Various social and industrial organisations had also been raising the demand of a flyover for the past many years. They had been claiming that such a facility was part of the infrastructure required by the city which had been a leading industrial township in the region.
The state government has also announced that besides the elevated flyover, Faridabad is the only town of the state which has been included in the National Urban Renewal Scheme, under which special focus will be made on the development and upgradation of civic amenities.
It is stated that besides the allocation of a light engineering cluster here for which total funds of Rs 80 crore will be spent in the near future, the government had given the green light for setting up a new gas-based power project of 1050 MW in the city, which was likely to be completed in the next two years.
The proposal to set up a Special Economic Zone (SEZ) in Faridabad district was also on the cards. A function was also held at Ballabhgarh where the speakers dwelt on various schemes of the state government.

Faridabad industrialists demand flyover at Badarpur

Even as the government has announced its intention to develop Haryana as one of the most industrialised state in the country, the local industrialists have once again reminded the district administration of its past promises that have remained unfulfilled. Expressing resentment over the “unusual delay” in the construction of the flyover at Badarpur-Delhi border, the industrialists have claimed that unless such bottlenecks are removed, no real development could be undertaken in this industrial township.
At an interactive meeting with the district authorities, the representatives of the Faridabad Industries Association (FIA) today put forth its various demands that were still to be looked into.
It may be pointed out that this was the second such interactive meeting that was organised by the FIA in the past two weeks. Earlier, the FIA had expressed its satisfaction over the pace of development works being carried out by the Municipal Corporation Faridabad (MCF) and the projects that were on the anvil.
The members of the Association, who were eager to hear about the start of the construction of the Badarpur flyover that has already been delayed by several years, were told by the authorities, led by the Deputy Commissioner (DC), that the government was making effort to get the work started at earliest.
It may be recalled that the demand for this flyover has been around for over a decade now, as the residents of Delhi and Faridabad consider it as a major bottleneck for a smooth traffic movement.
The industrialists here claim that this was perhaps “one of the most delayed projects” on a leading national highway of the country.
However, the DC asked the entrepreneurs to do their bit to shape the city and change the image of the city. She told the industrialists that the state government had taken up the project of setting up an ‘Industrial Model Township’ in an area of about 1000 acres in sector 68 and 69 here and it was one of the fastest processed scheme.
The development of a textile processing zone at Palwal and cluster development zone were also in the pipeline, she said.
The FIA, however, submitted a charter of demands, which included expediting the work of Badarpur flyover, provision of natural gas supply to industry, setting up of a special economic zone (SEZ), Metro project for the city, efficient traffic regulation and local transport system.

Hi,
Please know that all the hurdles lie with the area development officer's dependebility on local political affairs. I dont think executives are not doing their job but the fact lies that they are not able to becauuse of orders and financial requirements from what we call "ministerial level". Protesting in a way that really takes their attention is required more than just complaning and showing our expectations from the political community.

But the construction of the 10-12 lanes highway has stuck in official files due to land acquisition and contractual hurdles.
The National Highway Authority of India (NHAI) formulated this Golden Quadrilateral project in 2004, envisaging the construction of a 4.4 km grade separator with 3-km elevated road on the busy stretch from the Badarpur Thermal Power Plant to Sector 37 in Faridabad. The highway was proposed to be widened to 10-12 lanes. Union Surface Transport Ministry had approved the 270-crore project two years ago.
Tenders for the highway were to be floated in 2005, and work was scheduled to begin by last December. Construction of the flyover was to be completed in three years. But the move fell through owing to many hurdles.
One of the reasons for the delay is, reportedly, land acquisition. A part of the land for the ambitious project is yet to be acquired.
Another roadblock has been the format of the Model Concessionaire Agreement (MCA) which the NHAI has to sign with the private party on the build-operate transfer basis. But the Delhi and Haryana state governments have certain reservations about some clauses in the MCA.
When contacted, the CGM of NHAI said, in a big project like this, authorities were bound to confront technical and fiscal hurdles. But these were being sorted out, including the minor problem of the MCA. He further added that efforts were on to cut on the delay, sort out problems and float tenders quickly.
However, given the present situation, construction of the much-needed and much-demanded flyover is not likely to take off by the end of this year. And then it will take at least three years before the elevated highway is ready for operation, just in time for the Commonwealth Games.
The proposed flyover assumes added importance since during the Commonwealth Games, foreign and domestic visitors and tourists will flock to Faridabad tourist complexes and hotels at Badkhal, and Surajkund to seek accommodation. The flyover would be a toll bridge which will cut travelling time from the present 30 to 5 minutes at the traffic-hazardous BadarpurFaridabad border.

The Delhi government administration agreed following a request from Haryana at a meeting between the chief secretaries of the two states at New Delhi on Tuesday. The Haryana Government, which has already signed the support agreement with NHAI, made the request as work on the flyover was suffering due to delay on the part of the Delhi Government, according to state officials. Haryana chief minister Bhupinder Singh Hooda had also spoken to his Delhi counterpart Shiela Dixit on this issue earlier. While NHAI had already invited bids for the construction of the flyover on build-operate-transfer basis, the Delhi Administration, which had objections to certain clauses, was dilly-dallying on the agreement.
"There is heavy traffic flow between Delhi and Faridabad and the flyover would benefit immensely," chief secretary Prem Prashant told the Hindustan Times. Besides, the two sides discussed plans to improve the road connectivity between Gurgaon and Delhi. While Haryana has proposed four new road linkages between the two cities, the Delhi Government is not particularly keen on the one that will pass through the Delhi Ridge. The two chief secretaries also decided that their irrigation secretaries would meet regularly to discuss water supplyrelated issues.

Power shortage, Badarpur flyover bane of Faridabad

All is not well with the industrial growth of Faridabad — once the Mecca of industry in Haryana. The place is fast losing its sheen. While several units have already decided to shift out from the state, many others may set up fresh units somewhere else, if things remain the same.
As no major unit has come here in the past one decade and some are closing down their operations over the years, the demand for setting up a big mother unit has gained momentum.
The entrepreneurs have also raised the issue of delay in the construction of Badarpur flyover and the shortage of power.
The Faridabad Industries Association (FIA), the leading body of the industrialists, stepped up its move to get some of the issues highlighted at various levels and get many pending projects taken up. The association wants to have a better infrastructure and facilities for more industrial and commercial activities.
At a meeting with the media here today, the office-bearers of the FIA expressed concern over the slow progress of some of the projects sanctioned for the improvement of the infrastructure. Admitting that the present government had taken various measures and assured to get the pending schemes executed at a fast pace, they said there were still many problems, which needed to be addressed.
Against the backdrop of states like Uttranchal and Himachal Pradesh offering various facilities and cheap power, it was claimed that several local industries had decided to move to either Himachal or Uttranchal due to various facilities offered in those states.
Expressing concern over the fact that several big units had either closed or shifted out from here in the past two decades, the entrepreneurs said that no major unit had come here, resulting in the stunted growth of ancillaries.
Commending the civic development in the past one year, the FIA, however, stressed the need to address some of the bigger issues, which include power supply, better connectivity of Faridabad with Delhi and NCR, availability of industrial plots and improvement in the overall environmental conditions.
Stating that the sanctioning of several projects, including the extension of Metro Train to Faridabad, development of SEZ at Palwal and near Gurgaon, approval of setting up of Industrial Model Township (IMT) and a Textile Processing Zone here could change the industrial scenario in the coming years, the members of the Association, however, expressed concern over the delay in construction of Badarpur flyover, which it claimed, should have come up three to four years ago.
Lamenting at the poor traffic management and chaos on the National Highway passing through the city, the association has called upon the government to construct more flyovers at various intersections on the Highway to make it signal-free on the pattern of Gurgaon and start the service lane for the slow-moving vehicles like two and three-wheelers.
The demand for allotment of industrial plots in Sector- 58 and starting Transport Nagar for parking of heavy vehicles have also been raised.Source

Badarpur road project slips into slow lane again
New Delhi, September 23: IN the pipeline for several years now, the ambitious plan to decongest the Golden Quadrilateral stretch along the Badarpur intersection is yet to take off. This despite the Prime Minister putting the project on the fast track earlier this year.
The Badarpur intersection stretch, a part of NH 2 (Delhi-Kolkata), connects the Capital to Faridabad. While the project was earlier delayed due to land acquisition problems, the Delhi and Haryana Governments are now unable to agree on the issue of State support. So, the National Highway Authority of India (NHAI) has now referred the matter to the Union Ministry of Road Transport & Highways.

While the project has been on discussion boards for several years now, NHAI submitted a final plan after RITES compiled a project study in 2003. The plan is to have a 4.4-km long-grade separator, including a 3-km elevated road, across five busy intersections — Mehrauli, Jethpur, Sarai Bypass, NTPC Gate and Sector 37.
In April 2005, NHAI had even appointed financial consultants for the project. The contract was originally scheduled to be awarded by December 2005. Later, October 2006 was finalised as the new deadline for inviting tenders so that the contract could be awarded by year-end. But NHAI officials say the schedule has been thrown out of gear again.
“The project seems to be jinxed. There is a stalemate over the State support agreement to be signed by Delhi and Haryana. The problems are regarding involving the concessionaire (the private party involved in the project) in the State support agreement — whether it should be tripartite as in all projects so far, or bilateral as directed under the new Model Concessionaire Agreement format. The States are not in favour of a direct signing of agreement between NHAI and the concessionaire. Delhi government has some reservations about this,” said a senior NHAI official.
The draft of the State support agreement is reportedly pending with the Delhi Government since May this year.
However, the Delhi Government claimed it had no problems with the project.

The Rs 270-crore Badarpur elevated highway project, aimed at ensuring smooth flow of traffic on the National Highway No 2, has been approved by the Union Government and the bidding process for the venture will be initiated soon. This was stated by Union Minister for Shipping and Road Transport and Highways T.R. Baalu here today.
Besides, the six-laning of the busy Chandigarh-Delhi highway was under the active consideration of the Central Government, Mr Baalu said while talking to reporters on the sidelines of the 67th session of the Indian Roads Congress (IRC) here.
He said the public-private participation appraisal committee of the Planning Commission had already cleared the Badarpur project and bids would be invited soon.
Earlier, during his presidential speech, Mr Bhupinder Singh Hooda, Haryana Chief Minister, urged the minister to expedite the project as it was of national importance.
On the Chandigarh-Delhi six-laning, Mr Baalu said it had been decided in principle to six-lane all highways in the country that carried over 20,000 four-wheelers every day.
The heavy vehicular traffic on the road, whose Ambala-Chandigarh stretch is being four-laned at present, automatically qualifies the Chandigarh-Ambala road for the six-laning project.
Mr Hooda said a review meeting would be held by Mr T.R. Baalu on November 20 and on the following day, the minister would inaugurate two flyovers in the Gurgaon belt to ease traffic congestion.
Earlier, inaugurating the congress, Mr Baalu said although India had the world’s second largest road network of over 3.3 million km, the overall condition of these roads was not satisfactory. He, however, said the UPA government was committed to all-round development of the road network in the country in a phased manner so that fruits of development could reach to all sections of society.
He said the Committee on Infrastructure, headed by the Prime Minister, had already chalked out a development programme for the national highways for seven years, from 2005 to 2012, which envisaged an investment of around Rs 2.27 lakh crore. Creation of world-class infrastructure was one of the major objectives of the Central Government, he added.
The Minister of State for Shipping and Road Transport, Mr K.H. Muniyappa, said a massive programme of road upgrading and widening was already underway under different phases of the National Highways Development Project (NHDP).
In his address, Mr Hooda urged the Central Government to increase the budget allocation for the states for improvement, repair and maintenance of national highways and suggested the formation of a master plan for road assets management in the country.
With a view to ease traffic, there was also a need to strengthen other means of transport, including the railway. Only yesterday, the Haryana Government had signed an MoU for the extension of Delhi Metro to Gurgaon, Mr Hooda added.
While drawing attention of the Union Minister towards the need of huge funds for road infrastructure, Mr Hooda said according to estimates, the NHDP alone was likely to cost around Rs 2.2 lakh crore.
President of the IRC Tribhuwan Ram expressed serious concern over the number of accidents witnessed in the country.

New Delhi, December 24: There is good news, finally, on the long-pending elevated road project to decongest the Badarpur intersection along NH2. The Centre’s Public-Private-Partnership (PPP) project approval committee has given the financial go-ahead to the project last week, paving way for its implementation. Bids are likely to be invited next month.
“The project has been cleared by the PPP approval committee on December 19 and it is on track now. We will shortly be finalising the bid document and inviting tenders by January. We have, meanwhile, applied for project clearance from the Delhi Urban Arts Commission (DUAC) and hope to get permission very soon. The Rs 294-crore project will take three years to complete,” said a National Highway Authority of India (NHAI) member closely involved with the project.
The project for decongestion of Badarpur intersection — leading into suburb Faridabad on NH2 (Delhi-Kolkata) — had been referred to the Union Ministry of Road Transport & Highways earlier this year by the NHAI, after the draft state support agreement ran into trouble with Delhi and Haryana governments. The ministry then sent the project to the PPP approval committee to get it moving.
The project, put on fast-track by the Prime Minister earlier this year, has not, however, impressed Delhi Assembly Speaker Prem Singh, who has been objecting to it. While there was speculation earlier on Prem Singh trying to stall the project, NHAI is confident that the project will not be bogged down by anyone’s personal opinion.
“My only objection to the project was that it should be so constructed as to be integrated with the metro which is also planned for Badarpur and then on to Faridabad. That is all I wrote to NHAI and other agencies. Also, NHAI should concentrate on making at grade improvements in the area instead of a grade seperator and so on,” said Prem Singh.
The project involves the construction of a 4.4-km grade separator — including a 3-km elevated road — across five busy intersections, Mehrauli, Jethpur, Sarai bypass, NTPC gate and sector 37. The grade seperator will start at KM 16 and a six-lane elevated road will rise from the NTPC gate.
Estimated to cost Rs 294 crore, the project will help decongest the area which witnesses peak hour volume of over 10,000 vehicles per hour at each intersection. The interchange point between Haryana and Delhi has high volume of mixed traffic because of the presence of major industrial areas on both sides, apart from interstate buses and container movement.
The NHAI is to construct the elevated road on Build-Operate-Transfer (BOT) basis — a project envisaged years ago to decongest the Delhi-Faridabad corridor along NH 2. The NHAI had submitted a final plan for Badarpur decongestion after RITES compiled a project study on it in 2003. The authority appointed financial consultants for the project in April 2005 and was originally scheduled to award the contract by December 2005.
A fresh date of October 2006 was finalised for inviting tenders, so the contract could be awarded by the year-end. But the schedule, said NHAI officials, had been thrown out of gear .

HI,
I am also a resident of faridabad staying in sector - 37, like all the faridabadis i am also fedup with the behaviour that the state govt has shown towards faridabad.I would like to add that its a ckear case of discrimination.Leaders are coming and going but nothing doing , promises are made but no time frame given.Only words can aheard but no action.Badarpur has always been a major problem in the development of Faridabad but all leaders because of their personal interest are not taking any step foreward.It is realy disgusting and i think its a time when all residents should join there hands together and give a tight slap on the face of these leaders and ask them to do something rather then just making false statements.

Hi all,
faridabad is a typical example of urban village. i live in sector 33, indraprastha colony. Near badarpur , you feel as if you are living in 1947 era.
why can`t we faridabadi`s form a group of young people and stage peaceful walk near badarpur on any sunday...... .. In a country like India , you have to coem to the streets to get what you want. This is a nation , where you have to pay to get your things done.
i welcome your suggestions,. I have a group of educated people ready to support us, i mean youth working in MNC`c etc etc to support us.
lets start ( CBPF ) CAMPAIGN. It means CONSTRUCT BADARPUR FLYOVER.

Hooda meets Delhi CM
HARYANA CHIEF Minister Bhupinder Singh Hooda called on his Delhi counterpart Sheila Dikshit at the Player's Building, the headquarters of Delhi government on Friday.
A plot of land, measuring 20 acres in Addhchini in south Delhi, figured in the talk between the two states. Haryana wants to build a ****************** centre here in view of the Commonwealth Games. The land was given to Haryana on lease but the lease has expired now Hooda wanted the Delhi government's help in expediting the project. Dikshit assured him that the government would look into the matter
Another issue that came up for discussion was the Munak Canal which is supposed to bring water in the city from Haryana. Hooda assured Dikshit that work was m progress.
Two other issues - Metro connectivity to Faridabad and the removal of bottleneck for the Badarpur flyover did not figure in the discussions. Officials said bo th the issues have been sorted out for all practical purposes. --> yet nothing concrete happens on ground (
Asked about the western and eastern peripheral expressways to relieve Delhi of the heavy traffic of goods vehicles, Dikshit said she would take up the issue with the NCR Planning Board.

I was near Lajpat Nagar and Nehru Place yesterday and work is really on close to Moolchand and Nehru Park. The DMRC contractors are busy with their machines in digging the place up. In next 1-2 years expect Metro at Badarpur. All the so called posh colony residents resistance to it will not get them the results that they want. The GoM has already rejected there demand of having an underground metro. And I am sure the courts will also reject this demand shortly.

Today's HT reports that a man from rohini has filed a petition in the supreme court against a flyover at badarpur! Faridabad residents and politicians must work together to ensure that work starts as scheduled in june 2008 or else this saga will continue for years to come!!

Correct Manish!! The report was surely there... God only knows when this work on flyover and faridabad metro will start... I have a gut feeling that if it doesnt get sorted out soon, it might not get over by the commonwealth games.. If this happens, I have my doubts on its completion...

whoever from Rohini filed a petition is a dramebazi. Court is not free to entertain such kind of complain. How he is bothered, when he is staying at Rohini. Saale ko kuch kaam nahin hoga to soucha ki kuch naam hi kama le. Kyonki Badnam hone se bhi to naam hota hai. This is called negative publicity. But be ensure that this time nothing is going to happen and the flyover work is not going to stop for this silly reason.

This is really sad and people like this particular petitioner are a major barrier in bringing positive changes to our country. Lets hope the supreme court rejects the petition and flyover work begins soon....
However, my hopes of seeing the new flyover before the games in 2010 seems to be diminishing as days are passing.
